亞馬遜進駐長島市公聽百人抗議

電商巨擘亞馬遜(Amazon)上月宣布將在皇后區長島市(Long Island City)建造第二總部，引發部分民眾不滿，12日在市議會舉辦該開發案的首場公聽會，有近百民眾到場抗議；市議長張晟(Corey Johnson)質疑，亞馬遜預計建造占地400萬平方呎的第二總部，為何不需通過「統一土地利用審查程序」(ULURP)；亞馬遜公共政策副總裁胡斯曼(Brian Huseman)回應：「我不認為那是個選項。」

雖然亞馬遜承諾除將提供至少2萬5000個工作機會，並投資各項基礎建設，州府和市府也答應提供亞馬遜30億元的補貼和各項利多，但引起社區不滿，認為亞馬遜第二總部開發案從未與社區討論，且由政府釋出的30億元利多，大可拿來改投資基礎建設。

在該開發案中，塑膠公司Plaxall在亞馬遜規畫的總部腹地擁有兩塊地點，但該公司的第三塊土地雖不鄰近亞馬遜總部，卻仍被規畫在計畫中，而Plaxall希望建造一個約50萬平方呎的住宅大樓或80萬平方呎的辦公大樓，同時不需要通過ULURP程序，遭到張晟和反對者質疑企業想透過開發案圖利。

曾多次公開表示反對開發案的市議員布萊默(Jimmy Van Bramer)，在會上更對市經濟發展局局長兼執行長帕奇特(James Patchett)說：「你應該為這個交易感到羞恥。」

張晟表示，像亞馬遜第二總部這樣大的開發案，按照正常程序應該要通過ULURP；但根據目前資料，州府、市府和亞馬遜進行三方會談時，認為亞馬遜只需通過州的「一般項目計畫」(General Project Plan)審查。該計畫與ULURP不同，亞馬遜雖仍需告知受影響社區開發案內容，但即便社區提出反對聲音，開發案仍可繼續進行。

對於張晟提問亞馬遜是否願意接受ULURP的審查，胡斯曼在會上則說：「我不認為那是個選項。」

張晟還質疑，亞馬遜公司資產高達1兆元，為何市府和州府仍需提供給亞馬遜超過30億元的稅收優惠，而非將這30億元用於公共建設。

胡斯曼說，根據亞馬遜和政府的備忘錄內容，該公司必須為紐約市帶來工作機會，「如果我們沒有替這個城市帶來工作機會，我們就不會得到這些稅收優惠；同時如果我們沒有在徵才期間，維持並聘用一定數量的工作崗位，州府也可將資金收回。」

近百維權團體和抗議民眾在公聽會前集會抗議，「為紐約發聲」(Vocal New York)成員亞當(Miguel Adams)表示，紐約州在亞馬遜進來後將繼續遭受自大蕭條以來最嚴重的住房危機，「我和來自全州的8萬9000多名紐約人沒有家，我們應該把這30億元拿來解決住房危機，而不是捐贈給世界上最富有的公司之一。」

市議會還將在明年1月和2月舉行兩場公聽，分別著重於討論市府提供稅收優惠對民眾的影響，以及亞馬遜的土地開發將對長島市和皇后區西區的可能衝擊。
