白街監獄擬推倒重建 底層商戶擔憂
曼哈頓第三社區委員會(Community Board 3)12日召開會議，邀請市長司法辦公室副主任卡普蘭(Dana Kaplan)介紹白街(White St)125號曼哈頓拘留所(Manhattan Detention Complex)改建監獄案的細節；她表示，市政府計畫將曼哈頓拘留中心推倒重建，將保留底層商戶。
這是市政府將監獄選址從中央街80號改回白街125號之後首次與民眾交流細節；卡普蘭表示，監獄選址最重要的四個因素是離法院近、交通方便、面積大、同時也是市政府擁有的建築，白街125號距離法院不遠，而且有多條地鐵線經過，交通便利，方便在押者親屬探監。
卡普蘭還介紹了監獄建案的流程，包括發布建設範疇草案(draft scope)，開始環境影響研究(EIS)和統一土地利用審查程序(ULURP)；她表示，由於白街125號和中央街80號距離較近，建設範疇只是向北拓展了四條街左右，因此擬使用原先中央街80號的建設範疇草案；但統一土地利用審查程序將延遲三個月，屆時將在監獄所在的第一社區委員會進行公聽。
有關白街監獄的細節，卡普蘭說，市政府計畫將曼哈頓拘留所推倒重建，將在底層設停車場供監獄員工停車，也將在白街設兩個入口；此外，監獄外部底層現有的商戶也將保留，繼續為社區服務；「但建案仍有很多問題需要考慮，如之前遮擋哥倫布公園的陰影問題，改址之後依然存在；目前該區域的建築高度限制為520呎，我們將盡可能降低建築高度。」
第三社委會委員王鏑表示，如果市政府計畫將曼哈頓拘留所推倒重建，底層的小商家勢必要搬家，而且也牽扯到續租合同的問題，會對他們造成不利影響；對此卡普蘭表示，小商家作為市政府建築的租客，市政府事前一定會盡早通知他們任何變動，留足時間準備；「決定改址不過兩周，目前仍在蒐集意見階段，有問題的小商家現在就可諮詢」。
